Robert Baxter
Senior Scientist, Principal

Certified Consulting Meteorologist

Mr. Baxter, is the Manager of Monitoring and Special Studies and is a Senior Scientist. Mr. Baxter has spent 35 years in the meteorological and air pollution research field. His specialties include remote sensing for meteorological and ambient air monitoring, in-situ monitoring using traditional and non-traditional meteorological and air quality sensors, quality assurance in monitoring and environmental analysis programs, and training in the application of quality assurance principles to the collection of environmental data. He has been actively involved with the EPA in development of guidance for the use of remote sensors in collection of meteorological data and has served as a faculty member at multi-day workshops on quality assurance in the operation and evaluation of data from remote and in-situ meteorological and air quality instrumentation. Mr. Baxter was co-Principal Investigator for the 2007 Southwest Desert/Las Vegas Ozone Transport Study, the MAG PM10 Source Apportionment Study, and the 2005 Clark County Ozone and Precursors Study. He was the Principal Investigator for the 2005 Clark County PM10 Saturation Study. Currently, he manages the SLOTS project and T&B Systems’ portions of the Los Angeles International Airport Air Quality and Source Apportionment Study, and is a co-Principal Investigator of the 2008 Wyoming UGSWOS.

Mr. Baxter is a Certified Consulting Meteorologist with a recent appointment to the board of CCMs, a member of the National Council of Industrial Meteorologists, a member of the American Society of Testing and Materials, and holds a Bachelor of Science in Meteorology from San Jose State University. Mr. Baxter is based in the Valencia, California office.


David Bush
Senior Scientist, Principal

David Bush is the Manager of Quality Assurance Programs and a Senior Scientist. He has over 30 years experience with air quality and meteorological measurements, and QA as it pertains to air quality and meteorological monitoring programs. He has performed over 450 air quality monitoring system and performance audits, and has been instrumental in developing new audit procedures, particularly in the auditing of meteorological monitoring systems. Mr. Bush has specialized in the quality assurance of air quality data processing and management facilities, long-term monitoring programs, and QA support to government air quality agencies. These specialties have lead to him becoming the Quality Assurance Manager for a number of large projects, including several key epidemiological studies relating air quality to health. He currently manages QA support contracts for the South Coast AQMD PM2.5 monitoring network and the Santa Barbara County APCD PSD air-quality monitoring network. In addition, he is the T&B Systems manager of field operations for the 2008 Wyoming UGWOS, and co-Principal Investigator of the SLOTS study. Mr. Bush was the co-Principal Investigator for the 2007 Southwest Desert/Las Vegas Ozone Transport Study, the MAG PM10 Source Apportionment Study, and the 2005 Clark County Ozone and Precursors Study.

Mr. Bush holds a Bachelor of Science degree in Atmospheric Sciences from the University of California at Davis. Mr. Bush is based in the Placerville, California office.

Donald E. Lehrman
Senior Scientist, Co-founder

Certified Consulting Meteorologist

Mr. Lehrman, the founder of T&B Systems, brings to his profession more than three decades of experience in the atmospheric and computer sciences. Focusing on boundary layer transport and diffusion processes, and drawing from his considerable experience in field measurements, data validation and verification, he has managed and designed a wide array of meteorological and air quality field studies throughout the United States. Mr. Lehrman is expert in implementing data acquisition systems for aircraft and shipboard measurements as well as standard land-based measurements. He has been a key participant in numerous noteworthy meteorological and air-quality field studies and analyses programs. Among these are the 2007 Wyoming Upper Green Winter Ozone Study, the 2005 Clark County Regional Ozone and Precursor Study, the 2004 Clark County Ozone Characterization Study, the California Regional PM10/PM2.5 Air Quality Study (CRPAQS) and the Central California Ozone Study (CCOS) monitoring and data analysis projects. Current responsibilities include the 2008 Wyoming Upper Green River Winter Ozone Study, assisting Clark County with various regulatory issues and preparation of technical support documents, and the Baton Rouge 2008 PAMS Upper-Air Monitoring program.

Mr. Lehrman is a Certified Consulting Meteorologist, and holds a Bachelor of Science degree in Meteorology from the University of California at Los Angeles. Mr. Lehrman is based in the Santa Rosa, California office.

William R. Knuth
Senior Meteorologist

Mr. Knuth has more than 30 years of experience in boundary layer meteorology, specializing in air transport and dispersion field studies, analysis, and modeling. He has well over 30 years in meteorological and air-quality monitoring, and has managed many meteorological and air-quality research field data acquisition programs and tracer studies. Mr. Knuth is a former U.S. Air Force Weather Officer and certified forecaster, and is well-known for his specialized weather forecasting skills.

His strong background in field services and hands-on field management allows him to maintain a clear picture of the scientific objectives of any given project while solving pragmatic operational problems. In particular, Mr. Knuth has applied these capabilities in saturation monitoring and plume mapping projects in urban and rural environments throughout California and the U.S. In addition, he has utilized his forecasting skills to aid client project managers in day-to-day operational decision-making and planning. He has been a key participant in all of T&B Systems' regional field studies including the recent 2007-2008 Wyoming Upper Green Winter Ozone Studies, the 2007 Southeast Desert/Las Vegas Ozone Studies, and the 2005 Clark County Regional Ozone and Precursor Study.

Mr. Knuth earned a Bachelor of Science degree in Meteorology from the University of Wisconsin. He is based in the Santa Rosa, California office.


Elizabeth Niccum
Senior Information Management Specialist

Elizabeth Niccum is T&B Systems’ Senior Information Management Specialist with nearly 25 years experience in scientific database development, programming, and analysis of air quality and meteorological data. She has developed expertise in the following disciplines: data management; designing and developing analysis tools, including data displays, applicable to large databases; real-time data acquisition systems, and graphic user-interfaces. As a staff member of T&B Systems, Ms. Niccum is the Data Manager for the California Regional Particulate Air Quality Study (CRPAQS) Satellite Network and the Central California Ozone Study (CCOS). She is also assisting the CPRAQS and CCOS Project Data Manager in the design of the overall project database, the documentation, and data quality assurance. In this role, Ms. Niccum is responsible for integrating the varying contractor formats into a consistent format for inclusion in the project-wide database. She is currently assembling the database for all measurements made during the 2007 Clark County Regional Ozone and Precursors Study and the Upper Green Winter Ozone Study.

Ms. Niccum holds a B.S. in Atmospheric Science from the University of California at Los Angeles.

 

David Yoho
Staff Scientist

Mr. Yoho is a Staff Scientist for T&B Systems and has been with the company since 2002. He is highly experienced in meteorological and air quality monitoring. In this capacity, he is responsible for conducting quality assurance (QA) audits of air quality and meteorological monitoring sites, and assisting in air quality measurement programs. In this capacity, he is responsible for conducting routine calibrations, internal audits and maintenance of a meteorological network located in the Coachella Valley as part of a meteorological support contract with the South Coast Air Quality Management District (SCAQMD), for QA support of the (SCAQMD) eighteen station PM2.5 air quality monitoring network, and the upper air and surface meteorological network; and for QA support for the Santa Barbara County APCD air quality and meteorological PSD monitoring network. He is also the principal technician maintaining a PSD monitoring station on Kauai. Mr. Yoho has been a key participant in most of T&B systems’ field programs.

Mr. Yoho holds a Bachelor of Arts degree in Environmental Geography. He is based in the Valencia, California office.


Sue Hynek
Office Manager

Ms. Hynek has worked for air quality/meteorological research firms for over 30 years and has been with T&B System since 1999. Her knowledge of our business enables her to efficiently manage the daily administrative activities from the home office in Santa Rosa, as well as, coordinate and assist in field operations, organize and assure continuity of field data as it arrives at T&B to be analyzed and archived, organize and publish reports, and effectively support our satellite offices and field personnel. Her firsthand field experience collecting data and servicing instruments at the Bodega Bay site during the 14-month CRPAQS and CCOS studies, make her a most-effective support person during field programs.

Ms. Hynek earned a Bachelor of Science degree in Political Science from Eastern Michigan University.
